Paradigm Completes Installation of IDC's L-BIZ-TM Enabled Tracking System At National Call Center

TORONTO, Sept. 20, 2001--PowerLOC Technologies Inc., a subsidiary of
Paradigm Advanced Technologies, Inc. (OTCBB:PRAV), (www.powerloc.com),
which provides wireless location-based electronic commerce (L-commerce)
solutions, confirmed today that it has completed its L-BIZ Tracker installation for
the International Dispatch Center (IDC(R)), a service product of Criticom
International Corporation, (www.bestresponse.com).
The call center is now in full operation of its proprietary L-Biz(R) Tracker Server
system for its Vehicle Location Device (VLD) product line.
The "Tracker" allows IDC's central station monitoring center to provide a wide
range of sophisticated tracking services to its alarm dealers, operating on a 24/7
basis. In addition to serving IDC's alarm dealers and their customers, this server
allows IDC to offer its services and world-class call center capabilities to
PowerLOC distributors who supply major accounts and retail chains in the U.S.
and around the world.

technology. It offers an extremely high degree of effectiveness in recapturing
stolen vehicles," said Eduardo Guendelman, President and CEO of Paradigm.
PowerLOC's "Tracker" Server is a mission critical, carrier-class system that
tracks, manages and communicates with mobile devices. It can interface
simultaneously with multiple wireless carriers utilizing multiple wireless protocols
or technologies. The L-BIZ Tracker integrates several processing engines
including map, database, security, customer care, provisioning, billing,
communication, and location business engines.

The GPS services available from IDC at economical monthly rates include
Internet-based tracking to help consumers locate their vehicles as well as more
advanced monitoring such as concierge-type services. These location-based
services utilize the PowerLOC "VLD help" buttons installed in the vehicles.
