pulver.com Petitions The FCC to Consider E911 Phase III Initiative to Improve In-Building Mobile Users' Coverage

MELVILLE, N.Y., Sept. 25, 2001--On September 20, 2001, pulver.com filed a petition with the Federal Communications Commission (FCC), requesting the Commission to consider issuing a E911 Phase III directive aimed at reducing the response time for wireless emergency 911 calls in large buildings and similarly structured interiors. Improving emergency response time in these environments would entail new accuracy requirements for locating mobile phones in indoors settings. The location solutions that will be put into place after the FCC's E911 Phase II deadline of October 1, 2001, will be very effective in pinpointing the location of 911 callers on the road in open environments where high location accuracy can be achieved. However, only poor accuracy is to be expected for emergency calls coming from the interior of large buildings, subway stations and other large steel and concrete structures. Sadly, the need for improved indoors tracking was clearly demonstrated during the tragic events of September 11, 2001 at the New York World Trade Center.

"In the coming years, as wireless communications matures, people will expect their wireless appliances to provide them with emergency services at all locations including multi-story buildings and subway stations" said Jeff Pulver, the CEO and President of pulver.com. "The technologies that will be deployed to meet the E911 Phase II mandate will not offer the accuracy required to cover these difficult areas", notes Pulver. "A new FCC initiative is needed to address this problem."
