TCS Announces New Service to Accelerate Deployment of Wireless E9-1-1

ANNAPOLIS, Md., Oct. 3, 2001-- Indiana Selects TCS to Interconnect Multiple Stand-Alone
Location Databases Statewide
TeleCommunication Systems, Inc. (TCS) (Nasdaq:TSYS), a leading provider of wireless location
and messaging software and services, today launched a new service that will accelerate the
deployment of Phase I wireless E9-1-1 in rural areas and ensure consistent coverage across
geographic regions.
The service, called Xypoint(R) ALI Link, provides wireless carriers with a single point of access to
multiple stand-alone Automatic Location Identification (ALI) databases. Prior to the availability of
this service, only one carrier per market could access the wireless E9-1-1 network. Now, all
carriers serving stand-alone ALI markets will be able to offer Phase I wireless E9-1-1 service to
their customers.
TCS has already connected to the 27 stand-alone ALI databases in the state of Indiana, so that
wireless carriers in the state can more readily deploy Phase I wireless E9-1-1 service. Now that
these stand-alone ALI databases are interconnected, any service provider wishing to deploy
Phase I wireless E9-1-1 for their carrier customers can purchase the Xypoint(R) ALI Link service,
thus presenting a new revenue opportunity for the company. TCS has also interconnected ALI
databases throughout or in parts of Texas, Kentucky, Georgia and Alabama.

Alabama have demonstrated such leadership in ensuring that wireless E9-1-1 is deployed as
quickly as possible throughout their states."
TCS has already deployed wireless E9-1-1 location service to more than 7.8 million subscribers
nationwide via its Xypoint(R)Location Platform. The company provides location services to 20
wireless carriers, including Verizon Wireless, U. S. Cellular and Cricket Communications.
The Xypoint(R) Location Platform uniquely integrates location, presence and privacy technologies
into one technical solution, thus enabling wireless carriers to migrate easily from providing E9-1-1
service to offering a full compliment of commercial location services. In addition to its technical
platform, the TCS wireless E9-1-1 solution provides carriers with end-to-end support from switch
integration and Geographic Information Services (GIS) database management, state and local
regulatory compliance expertise, to administrative management and deployment.
