Telecommunication Systems Signs Three Additional Carriers for Wireless E9-1-1 Location Service

ANNAPOLIS, Md., Oct. 4, 2001--TeleCommunication Systems, Inc. (TCS) (Nasdaq:TSYS), a leading provider of wireless location and messaging software and services, today announced that it has signed new contracts to provide wireless E9-1-1 service to three wireless carriers: Thumb Cellular, CMS St. Cloud and HickoryTech.

Additionally, TCS announced that it is actively providing wireless E9-1-1 location service to more than 7.8 million cellular subscribers nationwide, extending the company's position as one of the largest providers of wireless location services in the nation. TCS provides the essential backbone wireless location technology and service components via its Xypoint(R) Location Platform that enable wireless carriers to meet their Phase I and II regulatory obligations under the FCC's E9-1-1 order.

"Wireless carriers have continued to accelerate their rate of deployment throughout the course of this year in an effort to complete Phase I as soon as possible," explained Glenn Roach, director of 9-1-1 services at TCS. "Only after carriers have deployed the Phase I backbone network can they truly begin to meet the FCC's Phase II mandate."

TCS maintains a leading position in the deployment of wireless E9-1-1 with active subscribers in twenty states. The company provides wireless location services to 20 wireless carriers, including Verizon Wireless, U.S. Cellular and Cricket Communications.

"We selected TCS because its service offering enabled us to quickly and cost-effectively deploy wireless E9-1-1 location technology," said Paul Picklo, general manager of Thumb Cellular. "As a regional carrier we decided that investing in our own infrastructure would result in longer deployment times and increased capital costs."

The TCS Xypoint(R) Location Platform uniquely integrates location, presence, and privacy technologies into one technical solution, thus enabling wireless carriers to migrate easily from providing E9-1-1 service to offering a full compliment of commercial location services. In addition to its technical platform, TCS provides carriers E9-1-1 end-to-end support from switch integration and Geographic Information Services (GIS) database management, state and local regulatory compliance expertise, to administrative management and deployment.
