VERIZON WIRELESS NEGOTIATING E9-1-1 CONTRACT WITH TCS

ANNAPOLIS, Md. - October 30, 2001 -TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a key architect of wireless location and messaging software, today announced it has entered into a Letter of Intent (LOI) with Verizon Wireless to provide Phase I and Phase II wireless E9-1-1 location service. The parties are free to build on their current relationship, with TCS providing the essential backbone wireless location technology and service components via its Xypoint® Location Platform to enable Verizon Wireless to meet its Phase I and II E9-1-1 deployment schedule.

Verizon Wireless, in collaboration with TCS, has led the nation in deploying Phase I E9-1-1 service. The contract presently under negotiation will put the pieces in place to assist Verizon Wireless in completing its Phase I deployment, thus preparing its network for the deployment of Phase II location technologies. With more than 28 million customers nationwide, Verizon Wireless uses the TCS Xypoint® Location Platform to route the location information and provide the Public Safety Answering Points (PSAPs) with the caller's phone number as well as location coordinates.
