TCS Eliminates Wireless E9-1-1 Service Barriers

ANNAPOLIS, Md.--Dec. 14, 2001--TeleCommunication Systems, Inc. (TCS) (Nasdaq:TSYS), a leading provider
of wireless location and messaging software and services, announced today that it has completed the deployment of its Xypoint(R) ALI Link
service statewide in Kentucky and with 19 stand-alone Automatic Location Identification (ALI) databases in Indiana.
Xypoint ALI Link provides wireless carriers with a single point of access to multiple stand-alone ALI databases.
Prior to the availability of this service, only one carrier per Public Safety Answering Point (PSAP) could access the wireless E9-1-1 network.
With these deployments, all carriers in Indiana and Kentucky will be able to offer Phase I wireless E9-1-1 service to their customers
irrespective of the PSAP database technology.
"The bottlenecks created by stand-alone databases were perhaps the most significant hurdles to overcome in deploying wireless E9-1-1
service," said Ken Lowden, communication director for Steuben County Indiana. "TCS developed a solution that eliminated these obstacles,
giving multiple carriers access to the life saving services we provide."

TCS has already deployed wireless E9-1-1 location service for millions of wireless subscribers nationwide. The company provides location
services to 20 wireless carriers, including Verizon Wireless, Cingular Wireless, U. S. Cellular and Cricket Communications.
The Xypoint(R) Location Platform uniquely integrates location, presence and privacy technologies into one technical solution, thus enabling
wireless carriers to migrate easily from providing wireless E9-1-1 service to offering a full compliment of commercial location services. In
addition to its technical platform, the TCS wireless E9-1-1 solution provides carriers with end-to-end support. TCS support includes switch
integration, Geographic Information Services (GIS) database management, state and local regulatory compliance expertise, and administrative
management and deployment.
