Grayson Wireless Announces Contracts To Supply Wireless 911 Location Systems to Additional Carriers

Dobson Cellular and Eloqui Wireless Will Purchase Geometrix(R) Systems to Provide Accurate Emergency Caller Location Information to Public Safety Agencies

BEACHWOOD, Ohio, Jan 7, 2003 - Grayson Wireless, a division of Allen Telecom Inc. (NYSE: ALN), today announced that Dobson Cellular Systems and Eloqui Wireless have signed agreements to purchase Grayson's Geometrix(R) E911 wireless caller location system. Grayson systems will be installed in selected Dobson and Eloqui markets to provide 911 public safety agencies with accurate caller location information on wireless calls to 911. Grayson will be the exclusive supplier of wireless 911 caller location systems for the carriers.

The Geometrix systems to be provided under the contracts will be compatible with the TDMA (digital) and AMPS (analog) wireless network technologies currently used by the carriers. As the carriers transition to future wireless technologies, including 3G, the Geometrix location systems will be updated with new software to maintain compatibility. Dobson Cellular plans to overlay its current TDMA networks with GSM/GPRS over the next two years. As Dobson implements GSM/GPRS, the Grayson location systems will be upgraded and will support both the current and replacement network technologies and customer handsets. Similarly, Eloqui Wireless plans to convert its network from TDMA to a new digital standard, and the Grayson location system will transition with this change, simultaneously supporting both legacy and replacement operations.

Grayson's Geometrix system is compatible with all wireless technologies in use in the U.S. Geometrix is a network-based system that can locate wireless 911 callers without the need to modify or replace customers' handsets. The systems to be provided under the contracts will help the carriers meet new Federal Communication Commission Phase II E911 wireless caller location regulations. The Grayson location system determines the position of 911 callers and automatically forwards the caller location information to public safety agencies that receive 911 calls.

The Grayson location systems will allow Dobson and Eloqui to provide locations of wireless 911 callers to emergency response centers, called Public Safety Answering Points (PSAP), that are equipped to receive such information. Dobson and Eloqui customers and roamers will be able to continue using their existing handsets and current 911 calling procedures. To maintain caller privacy, Geometrix systems are designed to provide location information only when a caller initiates a 911 call. Geometrix systems are scalable for both large and small applications and are suited to both urban and rural operations. Grayson has received recognition for its effective efforts to provide a 911 caller location solution for all segments of the wireless market. During the past 12 months, Grayson's 911 location systems have been installed in nearly 4,500 wireless cell sites for a variety of large and small wireless carriers. The Grayson systems already in service provide 911 caller location data for approximately 200 PSAPs.

Grayson Wireless ( www.geometrix911.com ), a division of Allen Telecom Inc., designs, builds, and markets the Geometrix system, a state-of-the-art, scalable, cost-effective, network overlay solution intended to allow carriers to meet the FCC's stringent Phase II requirements for wireless E911 caller location. Geometrix was the first Phase II-compliant wireless location system to be placed into commercial service and is the market leader in network-based location systems. Geometrix works with the CDMA, GSM, TDMA, AMPS, and iDEN wireless technologies, and is compatible with existing wireless phones in use in the United States. In addition to meeting FCC E911 requirements, Geometrix can also provide caller-locating support for a wide variety of location-based value-added services.
