MapInfo E9-1-1 Solution is First to Be Reviewed by National Emergency Number Association


TROY, N.Y. -- Dec. 20, 2004 -- NENA Awards MapInfo a Rating of Conditionally Compliant, Best Rating Achievable Prior to System Pilot

MapInfo Corporation (Nasdaq: MAPS), a leading global provider of location intelligence solutions, today announced that its next generation E9-1-1 solution is the first submission to successfully complete Future Path Plan Compliance Review by the National Emergency Number Association (NENA). This Internet Protocol (IP)-based E9-1-1 solution was developed by MapInfo in conjunction with SIPquest, GeoComm and others, and has been awarded a "Conditionally Compliant" rating by NENA. According to NENA, the system will be eligible to receive a fully "Compliant" rating upon the successful production of operations and maintenance documentation through a pilot program.

"Today's E9-1-1 system was never designed to handle newer technologies, such as wireless and instant messaging devices, nor is it well equipped to adapt to technologies that are further down the road," said Roger Hixson, technical issues director at NENA. "The NENA Future Path Plan is a program designed to ensure that emergency callers will reach the help they need -- regardless of the technology used to originate or answer the call. It defines needs and a conceptual target for the future of E9-1-1, and a course to get there."

"The solution presented to NENA provides a faster and more accurate call delivery system, resulting in lower operating costs, advanced emergency management and response capabilities and enhanced safety for our citizens."

The MapInfo E9-1-1 solution envisions a dedicated public safety IP network infrastructure that will support multiple public safety needs, including E9-1-1. State or regional delivery centers will provide centralized, secure entry points into the E9-1-1 system. Centers will be equipped to receive wireline, wireless, Voice over IP (VoIP) and future types of calls, and quickly and accurately deliver these calls, along with all associated data, to the correct emergency services provider.

SIPquest, a MapInfo partner, has recognized expertise in Session Initiation Protocol (SIP), the first communications protocol developed specifically for emergency services communications, rather than added on as an afterthought. Through an exclusive commercialization agreement with Professor Henning Schulzrinne, the lead co-author of the SIP protocol, and Columbia University, SIPquest brings the most advanced SIP-based E9-1-1 offerings to the MapInfo solution. NENA "Next Generation" IP-based design drafts name SIP as the specified protocol.

In addition, the reviewed solution combines MapInfo's "Critical Area Response Manager" (CARM) for strategic emergency planning and response with the GeoComm Spatial Event Server (SES) to allow data sharing between jurisdictions as well as on a state or national homeland security level. Technical advancements incorporated into the solution also provide significant cost savings in both deployment and operation.
