New World Systems Helps Downey, CA Police Department Meet Wireless E911 Phase II Requirements


TROY, Mich., Jan. 13 -- New World Systems helps the Downey Police Department's Communications Center become the first Southern California Public Safety Answering Point (PSAP), and second within the state of California, to be compliant with Phase II of the Wireless E911 mandates from wireless callers that use Verizon and AT&T cellular telephones.

The Federal Communications Commission (FCC) adopted Docket Order No. 94- 102, Wireless E911, as an official report and order (R & O) in June 1996 to improve emergency assistance for wireless callers. Wireless E911 requires PSAPs to provide wireless 911 callers the same emergency service that is available for landline callers. Agencies compliant with Wireless E911 Phase II mandates ensure that 911 call centers or PSAPs can locate wireless telephone callers quickly and efficiently in emergency situations, through the transmission of enhanced technology provided by wireless service carriers and public safety software vendors.

Although many agencies throughout the U.S. have not deployed Phase II due to lack of funds or resources, Downey Police Department has implemented the technology necessary to meet the requirements. During the testing of Phase II, Downey communications operators successfully received 911 calls from Verizon and AT&T wireless callers directly into its 911 center. Meeting Wireless E911 Phase II requires the caller's location is determined within a radius of 50 meters 67-percent of the time, and 150 meters 95-percent of the time, which is accomplished by plotting the cellular caller's XY (latitude/longitude) coordinates on a map. The Phase II mapping requirements state that the location of a wireless caller can be accessed in less than two seconds 90-percent of the time.

Using New World Systems' Computer Aided Dispatch (CAD) software, 911 operators were instantly notified of a wireless caller. A red cellular telephone icon is displayed on the CAD Mapping software indicating the location of the wireless caller. Because the Department chose to layer New World's CAD Mapping with the parcel map, the operator can give the responding units an exact address of the caller, dramatically reducing response times.

"According to John Marengo, state Wireless E911/GIS project coordinator, Downey is the first Phase II PSAP in Los Angeles to have an integrated GIS mapping system for wireless 911," said Lt. Charles Baptista, Downey Police Department. "We are excited about this, and as testing continues with other major cellular carriers our response rates will continue to decrease for wireless 911 calls, which is what we are all working toward in meeting these requirements."

It was observed by Downey's communications operators that dated Verizon telephones provide operators with Phase I requirements -- the cellular number and location of the cellular tower sending the signal. The new global positioning satellite (GPS) Verizon telephones provide the exact latitude and longitude of the caller, meeting Phase II requirements. AT&T's system is network-based, which makes the age of the phone a non-issue and provides Phase II information consistently. The Department is ready to begin working with additional wireless carriers as they meet the requirements set forth by the FCC.
