Study Examines Successful Deployment of Wireless Location Enhanced 911 Services
KING OF PRUSSIA, Pa., Oct. 14 -- TruePosition, Inc., a
leading provider of location-based technologies and solutions, today announced
the availability of a case study revealing positive progress in the deployment
of wireless location for an Enhanced 911 system (E-911) or Phase II of the
FCC's E-911 Mandate. The case study examines the Spartanburg County PSAP
(Public Safety Answering Point) in South Carolina and demonstrates how
cooperation and collaboration between all parties involved proved instrumental
to the successful and timely implementation.
Spartanburg County, located along the rapidly expanding Interstate 85
corridor, covers 814 square miles and has a population of over 260,000. With
the growth of wireless phone subscribers, Spartanburg's wireless E-911 call
volume more than doubled from 18 percent in 1999 to nearly 50 percent in 2004.
In FY2003 the county received more than 95,000 wireless emergency calls.
Because location information becomes so critical when callers are in an
emergency situation, the Spartanburg County PSAP set out to implement Phase
II, automatic wireless location information, as rapidly as possible.
The case study highlights how David Jones, Spartanburg's Director of
Emergency Services, and Jim Rion, the wireless program manager for the state's
9-1-1 office, developed a cooperative strategy to bring the PSAP into
partnership with the wireless carriers servicing the county. Both were
committed to the successful implementation of emergency location services
across the entire coverage area.

Spartanburg County's PSAP currently staffs 76 employees to handle
dispatching and call taking for approximately 80 public safety agencies in the
county including 42 fire departments, one EMS, 14 police departments, one
sheriff's office, 12 rescue squads and one medical helicopter unit.
