Roaming Messenger Receives Certification as FEMA Disaster Management Collaboration Partner


SANTA BARBARA, Calif.-- March 22, 2005 -- Roaming Messenger(TM) (OTCBB:RMSG), the provider of a breakthrough mobile messaging technology, has been certified as a FEMA (Federal Emergency Management Agency) Disaster Management Information System (DMIS) collaboration partner.

Attaining this certification enables the company to participate in a collaborative development program to produce a Roaming Messenger enabled, secure messaging component of the DMIS network that can be utilized by the Disaster Management Information System's 15,000 federal, state and local users. A hallmark of the Roaming Messenger technology is its ability to enable interoperability across devices, carriers and networks.

In operation since the 1990's, DMIS is a collaborative effort under the auspices of FEMA, among federal, state, local and non-governmental first responder organizations to develop an integrated communications system to seamlessly share information between organizations. The first set of communication and incident management tools from DMIS were delivered to the first responder community in 2002. Since then, DMIS's focus has expanded to develop more sophisticated software and incident management systems and tools that allow first responders to more safely and effectively respond to disasters.

This next generation of tools and system components being developed by the DMIS initiative, can utilize Roaming Messenger technology to improve many of the communication elements within the DIMS system. In addition to providing enhanced voice channel capabilities within DMIS, Roaming Messenger also provides the ability to send or broadcast secure, "smart" messages, enable the attachment of active payloads including; images, map overlays, documents, video/audio files and process execution code for remote receipt and/or execution
