Orsus to Deliver First Law Enforcement Specialized Application Mobile Terminal Order


NEW YORK, NY--(September 13, 2007) - Orsus Xelent Technologies, Inc. (AMEX: ORS), a designer and manufacturer of award-winning mobile phones for the Asian market, today announced plans to deliver within the next twenty days an initial order from the industry and commerce sectors of Hebei province for its state-of-the-art Proxlink X180 specialized application law enforcement mobile terminals. Orsus expects to deliver 488 units valued at RMB 2,425,000 (US $322,250) to law enforcement employees of the Hebei Bureau Administration of Industry and Commerce (Hebei-BAIC) in the cities of Shijiazhuang and LangFang.

According to the Company, the order represents the initial implementation of the previously announced Letter of Intent signed earlier this year with the State Administration For Industry and Commerce (SAIC) Hebei Province. Following competitive bidding with three other companies, from which Orsus emerged as the only winner, it has been approved as the sole supplier of this first batch of specialized application mobile units which utilize the China Unicom CDMA 1X wireless data network.

Orsus also believes this order is the key building block in an anticipated annual procurement program of specialized law enforcement mobile units by the Hebei provincial government. Under this program, within 12 months, it expects more than 10,000 local law enforcement officials to become users of its Proxlink X180 handsets.

Proxlink X180 Features
The Proxlink X180 offers advanced design and specialized application functions tailored to the specific operational requirements of the BAIC. The X180 features a 2.8-inch TFT touch screen, 1.3 mega pixel CMOS camera, SD Memory Card support, 128MB SRAM, Samsung 400M CPU, WAP 2.0 and CDMA 1x -- packaged in a sleek candy bar style design. Further, it operates on an easy-to-learn and easy-to-use LINUX system. Advanced functions, such as voice recording, GPS-One function, electrical compass, and embedded ICEP software are tailored for China's special application users. The platform utilizes the CDMA 1X wireless data networks of China Unicom to integrate commercial and government information resources.

The ORS Special Application Handset For Law Enforcement At Work
Each mobile terminal is installed with application software specially designed for BAIC employees, and operates under the law enforcement platform which can only be accessed by these employees. In effect, it functions as a specialized PDA for them, permitting rapid and effective processing of a wide range of information in real time. The particular tasks where BAIC officers, quality inspectors, market supervisors and other employees will utilize their new Proxlink X180s will include information sourcing, market supervision, administration enforcement; inquiry, inspection and identification for products or food quality; licenses management, data collection, statistical classification for the enterprisers; online announcement, emailing and browsing and scanning and recognition of barcodes, among others.

In short, the new level of mobile technological support provided to BAIC employees utilizing the Proxlink X180 will enable them to handle their jobs more rapidly, efficiently and professionally.
