Frost & Sullivan Recognizes TCS as Industry's Only Single Source Provider of LBS Value Chain

Annpolis, MD - TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless communications, has been recognized by analyst firm Frost & Sullivan as providing the industry's most complete set of requirements for the complex interoperability needed to deliver premium Location-Based wireless carrier services. TCS' technology is identified in Frost & Sullivan's 2008 market report: "US Location Based Services Markets - The Wireless Carrier."

"TCS has assembled the industry's only true end-to-end carrier solution in the Location-Based Services (LBS) space by offering infrastructure, location gateway, middleware platform, geospatial and application server, and content and applications," said Brent Iadarola, Frost & Sullivan, Industry Research Manager, Mobile Communications, and principal author of the study. "TCS can provide a complete LBS solution to both GSM and CDMA carriers delivered as either in-network or as a hosted carrier service."

"TCS is proud to be recognized for its accomplishments in LBS by a leading analyst firm such as Frost & Sullivan," said Timothy Lorello, Senior Vice President and Chief Marketing Officer of TCS. "Our Xypoint(R) branded suite of products provides wireless carriers a unique precise location offering that allows them to derive revenue from one of the most valuable attributes of being mobile -- location."

TCS is introducing the latest version of its Xypoint(R) Location Platform (XLP) at CTIA WIRELESS 2008(R), taking place at the Las Vegas Convention Center April 1-3. The XLP 6.0 release combines the latest innovations from TCS for precise location infrastructure, location positioning center gateway, and application services enablement. The integrated offering enables wireless carriers to go to TCS as a single source for a full, seamless, end-to-end deployment that supports both CDMA and GSM networks. This proven and scalable platform includes control plane technology for E911 and E112, a Secure User Plane for Location (SUPL) solution, and standards based applications support for authentication and privacy controls. TCS' Xypoint Location Platform (XLP) is already in use by more than 50 carriers in 13 countries for E9-1-1, E1-1-2, and commercial location services.

In addition to the XLP, TCS also is demonstrating its precise location support for WiMAX and the latest fully featured TCS navigation application at CTIA WIRELESS 2008(R) Booth 1341.
