You don't need to have a WAP gateway to run a WAP site...just as you don't need a modem pool to host a web site. There are times that it is in your interest to run your own WAP gateway, but it doesn't sound like you need it.
The advantage of having the gateway is you can control the default links that people see - this is where you would approach the operators and get your site put on their default portal.
