A WAP gateway *can*, but it is not required to. There are some companies that are combining WAP gateway/application server functionality - nokia, mi4e, and I'm sure others...

Nokia combines a WAP gateway and a Java Servlet Engine, mi4e's ThunderWAP product makes IIS a WAP gateway...so you can develop in ASP.
