Sounds like a leading question to me :-)
There is more to the requirements for geography and wireless location based services than meets the eye. While the presentation of locationally referenced information on a WAP/WML enabled device may at face value appear trivial when compared to full blown GIS applications there is much going on behind the scenes:
a.. We are concerned with more than just point locations. There are also line, polygon, and related geometries to consider. Further, 3G enabled devices appear to be able to support full color, styled portrayal (like real maps, not just stick displays). The OpenGIS (r) GML specification supports the ability to express multiple geometry types. Further, through XSLT, it allows the application server to specify styling/portrayal rules to the client.
b.. We are dealing with coordinate and projection systems. We cannot assume that all spatial content providers will provide geometry in a single coordinate/projection system. GML supports the ability to express information regarding spatial reference systems.
c.. Spatial content for use by wireless devices will ultimately be served from multiple providers, all using different storage structures and technologies. GML provides a "lingua franca" that will allow many data sources to be "fused" and used by the wireless device.

In terms of who is using GML? Well, expect many announcement early next year. GML is the foundation interoperability capability being used in two OGC Interoperability Testbeds: Web Mapping II and Geospatial Fusion Services. The US Census has put a contract in place with Galdos to develop and field a TIGER to GML capability for use through the Census Data Clearinghouse.
