For HTML you don't need any extension for International as far as I know.
Ordinary HTML is used for Japanese for example.

There is a meta-tag which gives the language encoding of the page. For
Japanese this encoding is:
<META HTTP-EQUIV="Content-Type" CONTENT="text/html:CHARSET=x-sjis">
where "CHARSET" indicates the encoding, in this sjis encoding for
Japanese - there are several different ways of encoding Japanese text.

As far as "extensions" for HTML is concerned, NTT-DoCoMo does include
some extensions in cHTML, which are specific to imode and Japanese
language/culture. For example, there is a tag in chtml to phone straight
from the handset by clicking the link, and there are also large numbers
of special symbols, which are not included in HTML standards. For example,
there are NTT-DoCoMo/imode specific symbols for Shinkansen-Highspeed trains,
for hot spring baths, kissing, etc.
