Its happening already to some extent. For example, if your cell phone is in
your "home" cell, then it is treated as a regular phone and calls are local.
When you move outside your home cell, then you are treated again as a mobile
phone. This is operational in Sydney right now. There are also a number of
tests going on in Europe related to location based billing.
