that's difficult to measure - so I can't confirm or deny. Also it
depends a
lot on the region: e.g. within Europe I am sure there are a lot more people
online say in Finland than in Sicily. Also, not everybody signed up with
an ISP and entering the statistics is necessarily a constant user.
Different statistics show very different numbers for Japan - I have seen
user numbers between 20 and 25 million, depending on who quotes the
figure: interests differ! Most people who quote such figures have some
commercial interest in such figures being on the high side or the low
side.
The single biggest factor holding back internet usage in Japan are the
enormous NTT local loop access fees, but there are other factors too.
