1. Mapping
www.globalmapper.com , www.manifold.com . Both are much cheaper then the
common tools to few vector and raster maps.
On www.track4free.com you will find a free of charge tracking application
for text proposes. It is based on Google Maps. It accepts HTTP requests.

This is difficult to answer. Customers of mine ate buying starter kits like
listed at:
http://www.epn-online.com/page/42115/three-compact-gprs-gps-developer-packages-to-give-away-win-a-fast-track-positioning-solution-bundled-with-access-to-the-track4free-server.html
or
http://www.roundsolutions.com/uk_track4free.htm
The devices do have stand by times from hours to years. Our device comes
with embedded Sirf Star 3 GPS. Accuracy you will find by searching on
Google.

You can run Python www.python.com on the module. See also:

As I told www.globalmapper.com and www.manifold.com. Easiest could be a HTTP
request to www.track4free.com
