Hi John,
You can evaluate Openwave (old Phone.com) Location Server whose API is available with UP.SDK. UP.SDK allows simulation (that's what I read, but could never try due to lack of time) of mobile phone position data. Like Ericsson MPS it can work with many (couple of them now and many in future!) network based or handset based positioning equipments.
Another upcoming Position Server is Nokia mCatch which is part of their mPosition platform. I have no clue about it beyond this. Can anybody help?
Well if your concentration is to write Fleet Tracking then GPS-SMS combined boxes are your best bet depending on which country you belong to.
