Hi -
Actually, there are any number of available technologies for determining the location of a cell phone. While these may not be well known in the US, there definitely are in Europe and Japan. I refer you to a white paper by Mobile Lifestreams titled, "An Introduction to Mobile Positioning". I believe there is a short version that is free and a lengthy (300+ pages) version available for US $250.00. See also www.mobilePositioning.com. There is also an excellent 3 paper series by John Davies available through www.anywhereyougo.com. The real issue, as has been pointed out, is how you track millions of mobile devices. But that is something I am sure the telco's will figure out. Of more interest to me (being a geographer) is what packaging, interface specs, and protocols will be used to communicate "geography" with the devices. I refer you to the IETF BoF on SLoP. How is that for a bundle for three letter acronyms :-) There are also some very difficult security and privacy issues that are currently being heavily debated.
