I refer you to the ongoing efforts of the OpenGIS Consortium. The OGC is dedicated to defining interface specifications for the geospatial industry that promote interoperability. One of the current efforts is focusing on using XML, XML Schema, and so forth for packaging spatial data. The specification is called the Geography Markup Language (GML). Please visit www.opengis.org for more information. There is a public section to this web site.
